Creative and Executive Potential of the Sumy Regional Public Organization “Center for Public Initiatives ‘Intellect of Sumy Region'”
The public organization “Center for Public Initiatives ‘Intellect of Sumy Region'” was established in 2008 by a group of scientists who see the purpose of science in improving people’s lives, bringing scientific developments as close as possible to the needs of society. The organization has 140 members, with 5 people working on a permanent basis (the chairperson and board members, project manager). Active members participate in the organization’s activities on a volunteer basis. The majority of “Intellect of Sumy Region” members hold Ph.D. and Doctor of Science degrees in philosophy, political science, economics, media communications, medicine, and law. The chairperson and board members are qualified trainers.
The main goal of the organization is to develop and implement measures, projects, and programs aimed at protecting the legal, economic, social, creative, national-cultural interests of the Sumy community and promoting the implementation of cultural, educational, and environmental activities. The main directions of the organization’s activities include creating a basis for systemic changes through participation in the development of target programs and normative documents, exchanging experiences among interested parties, and disseminating success stories.
“Intellect of Sumy Region” collaborates with several state institutions and NGOs in the Sumy region, including Sumy State University, the Department of Education and Science, the Department of Health, the Department of Youth and Sports of the Sumy Regional State Administration, social services, and medical institutions in the region. “Intellect of Sumy Region” is a member of the Public Council under the Sumy Regional State Administration and is part of the Expert Council under the Mayor of Sumy. The deputy head of the organization heads the Public Council Commission on Education, Science, and Culture.
The NGO “Intellect of Sumy Region” participated in the development of:
– The development strategy of Sumy region until 2015 “New Sumy Region – 2015”,
– The development program for the information space of Sumy region until 2015,
– The regional comprehensive program “Health of the Nation” for 2012-2015,
– The “Youth of Sumy Region – 2015” program;
– The regional Rural Development Program, etc.
“Intellect of Sumy Region” constantly receives orders from the regional authorities to monitor social processes in the region. The NGO “Intellect of Sumy Region” initiates the creation of a network of public organizations working at the regional level to solve socio-humanitarian issues. The intellectual and managerial resources of the organization are aimed at conducting round tables, debates, discussions on current issues, as well as conducting training seminars and training for public activists, especially young people, to master new forms of work and establish communications at the regional level. Such communications and information exchange are particularly relevant for organizations and activists from small towns and villages.

- Staff (total number of employees): Membership in the organization is not fixed. More than 160 people work with varying levels of activity to solve the organization’s tasks in the regional center and the region. The most active part of the organization consists of about 30 people.

The participants in the assessment process received an electronic version of the necessary documents and worked on them individually. If necessary, each participant involved in the organizational capacity assessment process could obtain additional information from the organization’s management and familiarize themselves with the materials provided by the Program during the training in April.
After the preliminary stage, a working meeting was held to summarize the data, based on the results of which separate tables and a general form (for the organization as a whole) were filled out. The assessment results provided by each expert are presented. Conducting the assessment allowed us to reach collegial decisions regarding the organization’s level of capacity, existing problems, and the relevance of the proposed criteria for assessing organizational and technical capacity. Some conclusions from the working meeting with comments from individual experts are presented in the table. The discussion was useful in determining the most relevant issues and identifying priority components of the organization’s development. Based on the components (points) that received the highest level of relevance and low scores, the organization’s management decided to select 3-5 priorities to develop an organizational development plan according to the proposed scheme, which is attached.
